We were arresting a guy for having illegal items and suddenly this guy cam and VDM us and started shooting/Killing us
Fast forward it and Start watching it after 19 mins

Doesnt issue any demands when outside ghetto, GR 6.15. Also, he Mercy Kills the person we were arresting to make him avoid RP, as we still had others outside DOC who could have continued RP.

• (When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them.)​
