Player was a wanted suspect by the state of law according to FIB rules we hunt the wanted level suspect and arrest them before that we just have to confirm if we have the right guy.

If you look from the time I got him on PDA it was showing his name with wanted level & as soon as he left the city the suspect was no on radar anymore and left the IC in RP situation.
