Up on reviewing the both POVs, I agree with previous Conclusion.
As there is no HP or Armor loss in your POV, so the bullets were not hit.
There may be glitch from your Friend's view. Since there was no HP or Armor loss.
Hence Punishment for Provoking is correct.​
