It's not Fail RP, the basic job of LEO in a store robbery is to first, make sure the hostage is safe and unharmed(Alive), then to make sure that they arrest all the criminals as well as that's the next thing LEO is meant for.

Also, You could have easily avoided the spike strip if you drove properly instead of getting rammed by your own gang member.​
