Rejected Unlawful Orders/Killing | 99329, 123478

Not sure what rule to place this under, killed and arrested by FIB agents for failing to comply to unlawful orders. Asked to not drive on a public highway at the same time as convoy -- public highway, and then killed for being in the parking lot near their destination. The excuse "I told you to leave" as if unlawful orders have any bearing.
No video footage, if denied due to this could someone explain how people are getting on demand clips?
