First of all,
i saw these guy was following me when i was arresting his friend Timeline(0:02)
Then i saw him again when i was giving fines Timeline(0:47)
In timeline (2:58) u can see he is still in the room
In timeline (3:06) u can see he went out from the cell while the doors were locked
In timeline (3:50) u can see he went to his family house somehow
and u can clearly see these guy is the only one at DOC, when i lost 10-15 he is lost as well

So to make it clear,
I think that this man followed me throughout the whole incident and as soon as he found my vulnerability, he broke his friend out of prison and he disappeared. Unfortunately, when I look at the forums, I see that this man does not have a corrupt bio.
