They are in 2 cars, which means you can't pull them over with just 2 cars and 2 people in each of them
UPD: Also no fear-rp, as they were first to pull out their guns and you were still in cars, they don't fear guys sitting in a car when they are already shooting at you (Even if they would break gen 6.16, it's considered PG and not FearRP, so there is 0 FearRP in this POV whatsoever)
