before u reject this forum by saying Cuffing and Dragging while not saying anything is not considered PG as anyone can see both commands in the left eye
please check this for reference and according to the server rules people have to say while cuffing and uncuffing someone.

After Reviewing the Evidence I decide the Next :
No PG was Found in the Evidence
Reason: Handcuffing without saying anything isn't considered as PG Since the Script already Tells u About it in the Chat !!
And the Police officer had a Reason to handcuff ​
