It is clear to see in the POV (Regardless if its 1 minute or not as situation is clear) the ID in question left his house and was not engaged in any RP and was Killed with no RP reason relating to this person. If you (66238) Have proof of an Clear RP situation per the rules you can appeal for it to be considered, but based on evidence shown this is a clear rule break.
