these 4 guys showed up in my back yard, had to call the police to get them to leave, then they kept coming back and running from the police then coming back again over and over and horn spamming

This is still an IC issue. You can solve these kinds of problems by playing it out IC to. Provoking is more when someone is really trying to get a reaction out of you, particularly an OOC reaction.​
