My friend has forum ban. Also need turkish admin.

For a person with a forum ban, someone else cannot open a forum.

- The complaint is filed by a person who is not related to the situation. (POV must be personally made by person who is involved in situation);

I believe this for like if i be the 3rd person here and if i took the pov i cant open forum with my pov because im not 3443. But if u are right, yea rules are rules cant do anyting. But i saw many people do that. I did this before and no one against it.
