ID 41765 will receive a punishment for GR 6.2
ID 23426 will receive a punishment for PG ( 0:52 ) you cant cuff someone while holding a gun .

1- He don't need to say that he's cuffing because its automatic written in the top left of the screen
2- LEO can cuff you while you holding a gun after they tase you its okay .
3- He didn't run , this effect happen after you shoot with taser , you get boost for 1-2sec so it doesn't count as RUNNING WHILE DRAGGING SOMEONE .​
