Towards the end of the clip multiple people were running around and over your body so when trying to shoot them they obviously ran over your body so you would asorb the shots and they stayed alive. You also didnt give demands to the guy for him to put his hands on his head.

You are not fearing for the Agents life. If they all look the same, how do you know who are guns pointed at? If you dont know whats going on, why are you shooting (as a LEO) without any reason at strangers?
Moreover they are pointing guns at him and rightfully, especially from the mass of gangster around, he is fearing correctly. Moreover you shoot the player out of the RP Situation, making it impossible to come back.​
