Rejected CR, Insubordination | ID 64829

So an officer and I were on duty and i told this guy to not go on the path to our HQ , Since it was not legal parking despite saying that he did it and when asked to come out he denies it , we try our best , but he continues to ram over my officer xun egovert.
FYI- Our Respected Admin - Definite_Khan was watching all of this as well

Upon reviewing the evidence, I have decided to Deny this report.

• Did not see any intentional CR (repeated CR). Only once when you ran infront of his car. Rest of the situation was pretty much IC. You could have called for back up or talked to high command.
