If you ever used PDA, you would know that PDA shows list of owners and current owner separately, and since information obtained from PDA is IC, For some reason in list of all owners the name does not change unless vehicle has been transferred to someone else, but current owner shows the exact name of person, so after comparing both of them FIB might have came to the conclusion that person has changed name and also his current name.Your comment is flawed, he changed his name doesnt mean you can prove that he is still the owner of the vehicle. He could have easily sold the car, stop making excuses to cover for fib. Him not provoding evidence of the whole arrest violates state rule 5.6. U cannot ASSUME in the pda that someone changed their name to make ur arrest warrant valid just because u can see a vehicle the person on ur warrant owned. Thats some nice metagaming on u guys
