where does it states, that you cannot pause an rp scene waiting for an admin???

In my opinion Code B basically means that the admin is already there and he has flexed his admin tag then you cannot continue the RP scene. But for you to pause an RP reason in the case as to where you are waiting for the admin is unreasonable as you said only a few admins were available which means you would be waiting for a lot of time. What I think you should have done is finish the scenario then try to get in contact with the admins or come to forums.
