That's Not a corruption showing ID off duty. Use Common Sense in Real Life if you are State employee, you have your badge while off duty to identify you are state employee. and Nik By The Law :-

Where does it specify that special equipment is Balaclava or any Org issued items? And of course showing id Offduty is not corruption and ic law does not allow anyone to carry org issued items offduty, not even governor

Special equipment does not imply wearing the GOV Vest. And if you look in the law it says that the special equipment can be used to protect yourself in there in case of absence of bodyguards or something like that. You attended a jail breakout in off duty clothes which is not allowed. You are not in USSS to go run into gunfight. You are a deputy governor. There was a prison escape you weren't there to conduct business like a deputy governor. Therefore, you being off duty and having the GOV Vest, balaclava and also using your ID like that is corruption. Same thing happened to the other guy.

Up on reviewing, I decide to Reject the report.
As per Law he is allowed, he is allowed to use if there are no gaurds around. And I can see he is alone.
Moreover, dont mis-understand/Wrong propagate the message given by curators.
Try to understand the difference between "CARRY" and "USE"​
