• You did not provide extended POV of the first situation but to my understanding he probably pulled you over for speeding(which he mentions in the 2nd part)
• They don't need to speak anything while cuffing/dragging since its there in the rp chat by scripts.
• Regarding your passport, FIB have the option to check for player's passport through their org function.

ID 77255 will be punished for tearing off the mask without giving you the option to remove it yourself. Counted as PG.
