He was not wearing his duty clothes. Also when you are on duty at GOV building you are supposed to wear a suit. He was wearing his off duty clothes, balaclava and the secret service body armour and he also used the PDA while being in them certain clothes. He is also USSS director, he is a pretty high rank in GOV which is quite upseting to see that even the higher ups don't know the rules.

It's not, he was wearing his nike shoes or whatever they are+ a watch, when you put the duty clothes on they get removed.
