Point 1 : The Owner of the house is ID 80572. He has IC reason to come inside the HQ but if gang members giving demands he has to show fear because his house inside of Ghetto and also even inside of Bloods HQ

Point 2 : ID 61038 had no IC reason to come inside of the HQ

Conclusion : ID 80572 will get a punishment for Provoking
ID 61038 will get a punishment for Meta gaming
