Killing a on duty EMS Employee and Ramming with transport (Truck) and running away!!
Note: The audio in my POV is from Emails (Discord) running in background as I am EMS | DC-T, I was shadowing a training its a conversation between my FTO and Trainee.

You are standing in the middle of the road and a truck hits you once in the pov. It is not VDM if he is driving on the road and hits you and kills you. It is only if the person intentionally rams their vehicle into you which clearly is not the case in the POV you provided.
