He was fired from LSPD on the 13th. After looking into it, It has come to light that he was accidently rehired (briefly) today by someone that wasn't aware he was blacklisted. So during this incident, he was in-fact 'in' LSPD. And was immediately removed when it was seen by HC. This would fall under 'corrupt without bio'.
