Upon reviewing the evidence, I have decided to Deny this report.
1. After watching the POV and get confirmed that at the moment there was a global and Leos doesn't know that there was Code B situation therefore this not a Mass Rule break.
2. Since it was a Code B and Vagos members knew that very well and shoot not only the leos also to the ID 117576 therefore they will be punished for that.

Punishments :
1. ID 117576 will be punished for Fear RP
2. ID 124143 will be punished for Gen Rule 3.1 (Time Stamp 02:05)
3. ID 43351, ID 55884 and ID 113065 will be punished for OOC Shooting
4. ID 99316 will be punished for Ear Rape (Time Stamp 05:45)​
