Hi, I randomly notice that 3 FIB guy Searching random people cars trunk for Absolutely No Reason and The fact is 2 of them is not even ( On Duty ) ?

As per my knowledge You need a valid Reason to do this type of things !

There was no Black Market raid !!

What does Black Market mean? BM is a place where uff illegal stuff is being sold. We have a reason to search cars outside of it then.

I don't see any rule break in Pov, FIB can go to black market and confiscate illegal stuff from the car's trunks as they are parked in illegal area and also parked illegally, but its only for black market.
