This guy don't know that what is the rule break so he writes mass rule break with his lack of knowledge.
1. It's clearly visible he only got one POV and mentioning other forums and even in those forums its really crystal clear visible all of 3 are from LSPD NOT FROM FIB as per the uniforms which are of LSPD
2. Only one car was there and even demands are not audible and that guy was doing CR. If anyone is at fault here it's ID 118081

Firstly There is No Mass Break Rule, Secondly For Pull Over Someone You need 4 People and 2 cars.
(GR 6.16 During robbery of person, armoured car, trucks (any kind of transport) must be atleast 2 cars and 4 persons to stop them and rob. In case if they did not stop it is considered as "Power Gaming" | Jail 120 min or WARN)​
