I was chasing him beforehand asking to pullover due to his balaclava, i then had lost him for about 40 seconds, when i found him again i gave a third demand to pull over, he ran so i engine blocked. When I tried to tase it did not work so I shot him as he is a danger to other citizens with the reckless driving and running from law enforcement then he combat logged. I waited a while afterwards but he did not return
