The reason we took the first guy to lspd was to attempt to descalate the situation as he said he was scared and didnt know any of these cars. He had injuries consistent with his story. The reason you were cuffed immediately at lspd was for leaving the scene while the officers where asking for your licenses, so you were simply detained at that time not arrested.
