He was trying to bribe me from the beginning. I did not accept his illegal offer and continued my arrest process. I was dragging him with my arm, so he could not run. He did not leave the game but used some kind of hack to escape the RP situation immediately.
I suspect he used some kind of bug or hack. He was not found I checked. you will see in the POV also.
