IC ISSUE
i was doing church tasks when an fbi agent enters and starts harrasing me threatning to arrest me if i didn't show my passport without telling the reason , without me doing a crime neither does he suspect me of commiting a crime .
1 illegal arrest
2 agent didn't show his id
3 agent didn't ask me to remove mask
4 i went to fbi hq to speak to a high command or a state lawyer , they told me they cant help me since he wouldnt show his id and its an ooc issue not theirs

As you said yourself it is an IC Issue
FIB has the right to ask for your Identity with valid IC reasons
if you feel them doing wrong contact a lawyer you can sue them on court
