I couldnt find specific rule for refusing to show ID, possibly comes under SR 1.1 , or corruption
It started 1 hour earlier, when i saw the person in question wearing personal mask. I passed my concerns to a HC and it was addressed immidiatly.
I returned to capitol around 1 hour later, and they had replaced balaclava with personal mask again. I asked for ID and was refused many times, untill they decided to go behind the locked door to get away from me.
I didnt get the start of it recorded when they initally refused ID but this can be seen again around the 55 seconds point
