First time I saw 100323 & 131168 they tried to enter city hall with stretcher, I told them not to do it. 10ish minutes later I see them in Courtroom. I assumed they did that so I checked. And at 0:38 131168 picked up 100323 and tried to get him out of capitol. In the end we detained them.
