You have no proof of the RP situation between you and 2840 before he logged off or crash and also he came back to the same location as i can see in second pov. Read rules properly about NLR, 6.7 If you got killed you cannot go back in a fight for 15 minutes. | WARN.
ID 3991 will not receive any punishment for VDM as all those guy were running in road and hit once which would consider more of an accident.

However, ID 1620 will receive a punishment for Gen rule 6.4.
