When you pop the medkit it displays that you have "Full HP" however you don't have full HP until the message "You have been cured" shows up.

he shot you before your medkit heal got applied and showed on the screen, its just a common issue ingame

When you pop the medkit it displays that you have "Full HP" however it needs to say the message of "You have been cured", after this your HP will be full.
