I was protecting my solar panels and ID : 56725 came and I pointed gun at him and gave him demand but he instead of leaving stepped down and without any demand killed me and took all my stuff.

You giving demands is enough to start the RP. He can shoot you and you can shoot him without waiting for 5 seconds if he pulled a gun after the demand
