Cuffing without saying RP words is not fail RP, Because you can see the commands in chat.
However
ID 1561 will receive a punishment for Fail RP ( Cuffing random people without any reason )
ID 69930 will receive a punishment for Metagaming ( Talking on discord while in RP situation )
