I handcuffed the suspect and he probably told his friend in a foreign language to come and kill him to avoid RP. 2 times. Probably via Discord which is metagaming, because he cannot talk via radio while handcuffed.

I don't think it is possible, decline this ticket then. That guy shot from a distance and fled, so no way to see his ID, unfortunately.
