He deserves a second chance because it's a Bug from game He didn't mean To Crouch . Sometime Game Bug Because car engine start button Same As Crouch in game ( Crtl )

and u can see in this froum another admin said crouching is not a bug it sometimes happens with players and sometimes it can be on accident

To bypass this recurring problem, you have to change the Grouch button from Crtl to any other button​
