Rejected False Arrest ( Need reason of arrest)

I was at Gov hq to change or atleast see the rate to change my name , he came to me cuffed me for no reason and dragged me outside then he loosen the hold , after that he didnt uncuff me and i didnt notice that as in the pov my hands were not in cuffs so i left to my car and i tried sitting in but i was not able to , so i thought it was a glitch so i tried relogging in the game and i got in jail.
Questions from me ,
Why did he cuff me ?
also i got prison term now .. i was about to join lspd but now i cant i will have to change my name even if i dont want to and also i dont have that much money to spend on changing my name ..its 350k , so i would need the compensation
