I’m truly sorry for what he did. All I want is to come back and play with his friends. he had much time to reflect on his actions and learned from this ban. we both understand the rules (specially rule 6.3 on which I was banned) now and promise to follow them. Please give him another chance, even if it means wiping his money.​

he's asking you to delete all his money, open his account and let him get back to his friends. He accepts all your conditions and he promises that the same situation will not happen again. (rule 6.3 on which he was banned)

he was a new player just like everybody at that time. hence was unaware of all the rules. but now he is fully aware of these rules.
thus unbanning is the best choice for a newbie. he was also unaware of the forum rules and therefore got banned from forums too.
