The guy was stealing a car inside Blood HQ which is a GZ.

I've been following the person for 5 minutes, the person is actively following and entering HQ (103958 the person is not a blood member).The person who reported me (38926) is the friend and non-gang friend of the person who escaped the meta enters HQ .(I'm a bloods member)
