Rejected RDM + Engine Block in city + Invalid Vehicle theft | 9579

I was peacefully exploring the city. This person engine blocked me out of nowhere and killed me without warning and stole my car. I got 2.7M penalty for this. I want this person to be punished for breaking the RP rules. As this person robbed my car in the middle of the city by killing me, it is a improper vehicle theft. I have a request to the grand rp to fine him 2.7M and give me my car back.
