i Put out a ad for buying unique rims 24 , and i got a reply from this number , he said 800k for the rim , which i clearly a scam for a rim and i have never seena rim getting sold for that price ,i replied that i can offer 200k , he abused me saying mf , which i felt is totally inappropriate and vague , her also said me to beg which i feel insulted me

Since you are aware of the price of rims and he is being upfront with his price offer, it not a scam. Also, it is not an OOC insult as you are in an IC interaction.
