For killing in the city you need a Proper RP reason, Realistic Demands and at least 5 seconds.
By Realistic RP reason and Demands, means if you are at their family house to steal their solar panels or a car that has no insurance or any sort of Realistic RP reason, and Firs Engage into RP then give the demands and give them time to either listen to the demands or not follow the demands and be killed, you cannot go to some ones house and give them the demand of 5 Seconds to leave and kill them even when they are following your Demand.
