Officer has the rights to arrest you while you are constantly provoking him, from both of the POV it can only be seen that you were constantly provokative and laughing rather than complying, so the arrest was done for a valid RP reason.
Additionally, you weren't cuffed at the initial stage, he dropped you from heli and when you were sitting again and again and provoking then he placed you in cuffs "Arrest starts from the point an Officer cuffs you".

ID 18252 will receive a punishment for PG
However,
ID 2171 will receive a punishment for GR 3.1
