You will need to explain a little more, ER1.9 applies to events, which event do I see in your POV?
Second of all parking a car on their property is fine, no rules against that.
Third of all, this is once again a post with no foundation against the same family, please refrain from targetting. If you have a complaint against any family make sure it has a solid foundation.
And final, your POV is less then 1 minute and clearly not showing the situation before that moment. Please refer to the Rules for filing a complaint
