After reviewing the officers' POVs, it was noted that the number of officers exceeded 40 only briefly. Additionally, it was observed that the LEOs were frequently moving in and out, making it nearly impossible to know that 40 LEOs are already present in the circle. Additionally, They did not have sufficient time to correct the error so gonna tell them to be extra careful from next time so this does not happen again​
