I was normally petrolling and I Came to power plant to issue fine and I issued fine to this guy for

T.C. 2.1 Absence of a valid license plate

And he was FIB , but according to state law , if the guy is not classified you can issue him fine

And I issued him fine and he said I am fib , u 7 year old kid , and etc
