Got punished for a rule GR 6.24 that does not exist during purge. As far as i know there is no such thing as FAIL RP during purge and Killing someone outside the territory of starter job is allowed as stated by the rule mentioned here.

You are correct, it is the territory of starter jobs. You (ID 328465) and ID 352481 punishment will be reversed.
