we are going to highway to try take a hostage for ding store rob and lspd chasing us and also they doing work on highway which is for lspd and person 45438 giving me $200,000 fine why? i want reason as i not shooting but still give me 200,000 fine

There is no rule break from LSPD side, also fines consider as a IC issue
However,
ID 98555 will receive a punishment for Mixing​
