As you see in the pov he had multiple guns on him and he was supposed to fear for his life but hopped in the car and drove off. In his report in Approved - RDM in city | 1795 39 945 look at the time it was at and look at the time in my clip, you can clearly see this is less than the 15 minute NLR

It's called failed mechanics of the game. Since when do you fall under your car when you die in your car? He's on his seat on the driver side but since mechanics on this server won't show, you can't say he's under the car.
He was not thrown from the car were he landed under another car.

He died in his car.

you can see him push the car in his eyes he probably was out from under... this server can be buggy sometimes when ppl die in cars and not show where they actually are and canberkss where were you in this situation? or you just here to be a bug
